Question:  Is it true that The United Methodist Church discourages pastors from having contact with members of congregations that they previously served?

Answer:  A pastor has to be very careful about the relationships that he or she maintains with former church members so it does not interfere with the ministry of another pastor.  According to Rev. Robert Kohler, Division of Ordained Ministry, some annual conferences do have guidelines on this ethical issue.  Check with the annual conference to see if it has such guidelines.  District superintendents may also be able to discuss conference policy and the reasons behind it.
